Hell is a dimension in the afterlife that was created by God as a holding place for his son, Lucifer. Humans can go here after death if they have lived a life considered "Sinful". In the case of Rick, Morty, Fok, and Bush, there is no known reason they end up in this dimension, as they have not actually lived a sinful life.
Season 2 of Stuff...Thangs will explain this mysterious phenomenon. Season 2 will also be about the eventual desire of Rick and the gang wanting to escape Hell.
